Make Note (vuo.midi.make.note)

Creates a MIDI note message that can be sent to a MIDI device.

• Channel — Ranges from 1 to 16.
• Is Note On — If true, creates a Note On event. If false, creates a Note Off event.
• Velocity — Ranges from 0 to 127.
• Note Number — Ranges from 0 to 127.
