Splits a Date-Time into its parts.

• Year — Millennium + Century + Decade + Year (e.g., 1970)
• Day of Year — 1 to 365 or 366
• Month — 1 = January, 2 = February, …
• Day of Month — 1 to 28, 30, or 31
• Week — 1 to 53, as specified in ISO 8601:1988
• Day of Week — Sunday, Monday, …
• Hour — 0 to 23
• Minute — 0 to 59
• Second — 0 to 59 plus fractional seconds

Uses the system’s current timezone.
