Creates a date-time.
The Second port accepts fractional seconds, too.
Date-times are interpreted using the system’s current local timezone.
If you specify out-of-range values (e.g., March 42nd at 27 o'clock), the values are adjusted to the valid corresponding date-time (e.g., April 12th at 03:00 AM).
